Irvine-based EV maker Rivian has reportedly sold around 700 vehicles to government entities in the space of three years, according to data disclosed by the company in a public contract.
As reported earlier on Thursday, the brand secured a contract with Sourcewell, a government agency that helps public organizations establish contracts with various companies while reducing the bureaucracy associated with their proposals.
As part of the contract, Rivian disclosed information concerning its public fleet sales.
The company stated that, in the total sales/orders received over the past three years, through August 1, 2025, “approximately 0.5% of sales have been to government entities.”
Cox Automotive, which reports quarterly EV sales data in the US, estimates that Rivian has sold 140,767 vehicles — including its R1 models and its electric delivery van (EDV) — from July 1, 2022 to June 30, 2025.
This indicates that about 700 vehicles were included in governmental fleets.
“Sales volume to public fleets is ramping following Rivian‘s recent contract award with the State of California,” which was granted on February 28, 2025.
2025 Contracts
The company estimates that “for the calendar year 2025, sales to government entities will reach 1.50% of sales.”
Although Rivian does not break down deliveries between personal and fleet/other customers, it reported last week that it delivered 42,247 vehicles in 2025 across the US and Canada — with Canadian sales still accounting for a relatively small portion of the total.
The numbers indicate that Rivian expected public fleet sales to represent around 600 vehicles, which tracks with company statements found later in the same contract.
The EV maker wrote that “including sales/orders through 8/1/2025, annual sales volume for 2025 will be over 500 units.”
Most of the public contracts signed by Rivian were likely celebrated last year, and existing agreements include the states of California, Utah and Washington DC.
A list of public entities provided by the EV maker for reference included mostly organizations in California, where it is based.
Both California’s and Washington DC’s Departments of Transportation now have Rivian vehicles in their fleets.
Rivian further admitted that it has “established a relationship with US Fleet Source to sell vehicles to the United States Federal GSA [General Services Administration].”
California-Based Entities
According to CBS News, the California Highway Patrol’s (CHP) Dignitary Protection Section, which protects state constitutional officers such as the Governor and the First Lady, purchased two Rivian vehicles early last year.
A few months later, California Governor Gavin Newsom was spotted using a Rivian R1S SUV as his official state vehicle, replacing his Chevrolet Suburban.
Over the past year, several users on social media shared images of Rivian vehicles branded with a fluorescent orange stripe and the ‘Caltrans’ branding.
The adoption of the Rivian vehicles was first reported by Riviantrackr.
Sources told the blog that a first batch of “roughly 450 units” had been delivered to the authority, with about 150 vehicles planned for delivery.
In September, the Palo Alto Police Department also received its first patrol-ready R1S for testing, months after first announcing the purchase of the vehicles.
The information disclosed by Rivian on the recent contract mentions the Contra Costa County Fire Department — early reports from 2022 indicated that two Rivian vehicles were added to the fire rescue fleet.
Among the reference list is also the San Pasqual Band of Mission Indians, a federally recognized tribe of the Kumeyaay Indian people.
The exact type of contract between Rivian and the tribe is unclear.
The organization was awarded the ‘Climate Pollution Reduction Grant’ during the Biden Administration, in a project alongside the La Jolla Band of Luiseño Indians.
The project supported transitioning the tribe’s fleet to battery-electric (BEV) or plug-in hybrid vehicles (PHEV) and installing additional EV chargers.
